The Out-of-Work Service is a specialist programme capable of supporting 14,134 people across Wales until September 2020. It supports people in recovery from substance and alcohol misuse and/or mental health conditions. The service caters to people who are long-term unemployed or economically inactive. It can support employers wishing to offer employment or learning opportunities to participants.
The OOWS provides peer mentoring and specialist employment support. It also offers transitional support for up to three months to participants who find work
A dedicated peer mentor provides advocacy support, helping to overcome problems with housing, financial management, job searching, opportunities to improve education, training, practical experience of employment or voluntary work.

This operation is expected to support at least 14,134 participants in total. This operation will aim for 15% employment targets. OOWS will measure the performance of the operation against indicators informed by the ESF Operational Programmes for Wales 2014-2020 and against indicators specific to the OOWS and informed by recommendations drawn from the evaluation of the SMU-PMP 2009-2014.
